I moved into a house with a hand railing on the porch that the previous owner spray painted black and some got on the cream colored brick that the railing is attached to. Would regular paint remover work on paint that is years old? if not, is there anything that would work?

GoofOff will take it right off. You can also use a pressure washer and blast it off. But, if you like instantaneous gratification, go to the hardware store and buy GoofOff. I took off paint on stone that was there for over 10 years.

I bet you could match the brick with paint and prime and paint the affected brick! Good Luck!
Sandblasting is probably the only way to remove it all. Sandblasters are available at any construction rental store like Chief Rental, and are fairly inexpensive to rent on a by the hour basis.
please dont sand blast your brick, you will ruin the integrity of the face. if it is a smooth enough brick, try a paint remover. may take a couple of doses to get it all off.
