My Mom is about to purchase a house, but there is some paint on the steps. The brick is a dark brown color. I don’t have a clue how long the paint has been there. Any help would be appreciated!

Almost impossible. They make some products that will soften the paint and it will allow you to get most off. Visit your local paint store or hardware store. Also try a pressure washer.

Used the Streeper compound,for Concret some who dont damage the concret,but you can used the one home products,such as a oil Burned that you used for cooking..Tryin.
You can try paint thinner or other chemicals, but on brick you won’t be able to do much. Brick is somewhat porous and paint tends to soak into it a bit. Sanding it down would remove the top layer, but the brick would probably still be paint-stained.
You could try sandblasting the paint off. If there is any residue paint left over(inside the cracks) it would appear as if it were intentional. Good Luck
